had you tried to use *.html file?
e.g.
*controllers/default.py*
def mail():
table_id = request.args(0)
message = response.render('templates/mail/test.html', dict(table_id =
table_id) )
*views/templates/mail/test.html*
<html>
<head>
</head>
<body>
test {{=table_id}}
</body>
</html>
