Its just a standard DAL instance, specifying a SQLite memory database
(which will only live as long as the request):
temp_db = DAL('sqlite:memory')
temp_db.define_table('my_csv_temp_table', ...)
temp_db.my_csv_temp_table.import_from_csv_file(...)
grid = SQLFORM.smartgrid(temp_db.my_csv_temp_table)
