You need to think of the web2py admin app as an IDE. The IDE has its own 
one time password which you choose a startup. Once the IDE starts all your 
projects (aka web2py apps) are under there and they all "run". By "run" I 
mean they have a URL that is accessible on localhost. Every app lives under 
its own folder web2py/applications/{appname} 

On my laptop for example I have 100s of apps under the same applications. 
They do not interfere with each other.

You deploy an app by copying the web2py/applications/{appname} from your 
workstation to the VPS or the a docker instance that has a pre-existing 
web2py installed. You can also use the IDE for deployments. You can deploy 
only one or any arbitrary subset of your apps.
