learn new behavior in compare with web2py T()
1. in web2py when select new language that is not covered yet (i.e. no file
in languages/jp.py) web2py will create the file languages/jp.py for you,
while in web3py isn't created automatically, must create the file manually
translations/jp.json
2. in web3py let say already created the language file, for update the
content not realtime take effect, must stop and start the server, while in
web2py, no need to restart the server to take an effect for updated the
languages file.
