For me, I just use an editor (vim);  it's easy enough for contributions (the
"cheatsheet" for all I use is only 2 pages, so that's good enough for me)

For writing the entire thing, I'm looking (once again) at Leo,  an outlining
editor which will generate the RST from it's outline structure (with RST
headers, etc. per section), and you can build sphinx sources from that.  Not
much experience with that yet, as Leo in this direction is pretty new to Leo
(also, I don't like that the sources created are named a quite goofy
"xxx.html.txt")
