Let's say you simply want the URL for a page such as

http://127.0.0.1:8000/welcome/default/index

You can use URL(f='index') but it gives you a somewhat relative path.

/welcome/default/index

So what is the best way to go about adding the http://127.0.0.1:8000
prefix for the entire website?
