I just run this test:

massimo-di-pierros-macbook:web2py mdipierro$ python web2py.py -S
welcome
....
>>> IS_EMAIL()('[email protected]')

so it is not a web2py issue nor a python issue. Perhaps the author of
that site is using an old version of web2py or its own validator for
email addresses.
