The character set specified by the http header takes precedence over
the meta tag, and web2py does this:
class HTTP(BaseException):
...
def to(self, responder):
...
if not 'Content-Type' in self.headers:
self.headers['Content-Type'] = 'text/html; charset=UTF-8'
It can be overridden, as you see, but I don't know what all the
implications of that would be. Sticking to utf-8 might be a better
choice.
