I see now that there are quite a few SVN log entries with release version numbers. 1.71.3 wasn't there though and so I went with the process that I outlined above. But my process is a kluge. I would much prefer tagging releases as a distinct copies in SVN. And mercurial is even better IMO. I'm surprised that the "empty folders" issue is a show-stopper.
