What's the controller?

Anyway:
You cannot have <html><body>..</html> in there since it extends
layout.html (html is in there already)

Try this instead.
{{extend 'layout.html'}}
{{=form}}
{{if request.args(0)=='login':}}{{=auth.register()}}{{pass}}
