I think this is a file permission issue. You are upgrading using the [upgrade now] button and it is not letting overwrite a file that is in use. This is a bug in the [upgrade] mechanism on windows (which version do you have?).
For now just download 1.80.1 manually and unzip the new one over the old one (after you shut down web2py).
