One things I see is that these two lines are wrong:

            ('.*:https?://(.*\.)?%s:$method /appadmin/$anything' %
a,'%s/appadmin/$anything' % app),

should be

            ('.*:https?://(.*\.)?%s:$method /static/$anything' % a,'%/
s/static/$anything' % app),
            ('.*:https?://(.*\.)?%s:$method /appadmin/$anything' % a,'/
%s/appadmin/$anything' % app),

but I am not sure this is causing your problem. Somehow your route_in
is not matched.
