Thank you for suggestion. 
It worked in 1.89.x.

But problem is resolved now.
And for the benefit of others, I get past it by running *dev_appserver.py*with 
*-c* option.
So, the data already there may be caused problem. I changed DB a little bit.
-c option clears datastore.
