I'm not sure why '-N' would be necessary. I don't seem to need it on RackSpace Cloud Ubuntu 10.04.
The '-b' flag defeats the purpose. '-b' enables you to connect to Cherokee admin over any port (ie, http://173.230.137.80/admin). Omitting '-b' is what requires tunneling through localhost which is a security precaution.
