Do you have ssh access? Perhaps try the Ubuntu setup script: http://code.google.com/p/web2py/source/browse/scripts/setup-web2py-ubuntu.sh
Even if you don't use the script, you can look at the individual commands. What host are you on? Does it provide any instructions for running Python or Django?
