Good news, everyone! According to recent testing, web2py runs on DotCloud like a charm.
I've put up a little tutorial: http://docs.dotcloud.com/static/tutorials/web2py/ It's still very basic and certainly needs to be refined, but I hope it's sufficient to get started.
