You should confirm that you can acces your css file by edit de source code of your page Ctrl + U in most browser then check if the links are accessible... Or you also can use Dev tool in Chrome and check if all the linked file are get by chrome in the Network tab of the Dev tool.
If there is linked image in the CSS you will have to make sure those images are in the right place and also accessible.
