I may be different than others, but SO is usually the first place I go with questions. I asked my first couple of web2py questions on SO and then was steered here. Massimo seems to point people here quite deliberately when they post questions on SO, and the web2py site (as well as the book) points people here as *the* place for support and discussion. So I suspect that simply stating that SO is the preferred forum for how-to and problem-solving questions would largely do the trick.
I do see what you mean about possibly dissipating answers. I guess the issue would be having to watch two forums instead of one. I wonder whether that's why Massimo has emphasized this group as a one-stop-shop--so that it's a more manageable workflow for him. As the community grows, though, I wonder whether a shift will actually help to reduce the "noise" of repeated answers. Yes, it's easy to filter questions here. But I find that I still often have to read through scores of answers before realizing that my particular question hasn't been answered yet.
