[web2py] Pass multiple arguments to URL through javascript

My question is ---
If I have two javascript variables, which are to be passed to a
controller through URL helper as under --

 var param1 = 'value1' ;
 var param2 = 'value2'

 .... "{{URL(r=request,c='static',f='action')}}/"+param1&param2
that did not work
 .... "{{URL(r=request,c='static',f='action')}}/"+(param1,param2)
didn't work either.
