[web2py] Windows Apache and mod_wsgi: Deny IP?

I need deny visitors by IP address. 
I change in httpd.conf: 

<Location "/">
Order deny,allow
Deny from xxx.xxx.xxx.xxx
Allow from all
</Location>

and restart apache server but I do not see it change anything.
I have to change how?
