Look into the "formstyle" argument (you could try using "divs" or "ul", plus some CSS): http://web2py.com/books/default/chapter/29/7#SQLFORM. If that doesn't get you what you want, check out http://web2py.com/books/default/chapter/29/7#Custom-forms (form.custom.label, etc.).
