There is theme folder. you can simply put it in there.

This is where I am stuck. I am leaning towards using something like 
@{widget.name} to embed stuff in page. You would than use web2y plugins to 
extend the list of @{widget.*} supported. The widget could have its own 
models/views/controllers.
