Web2py is an excellent choice for the kind of web application you 
describe.  To be a proficient web developer takes quite a lot of effort but 
there are many resources that you can use -- see the "sticky" post by 
Anthony at the top of this group.

I suggest that you start with the first chapters of www.web2py.com/book and 
see also this site:  http://killer-web-development.com.  Once you have 
web2py set up and working and are able to make simple apps,  you can ask 
more specific questions here.
