You have to grab the latest repository version using mercurial: hg clone https://code.google.com/p/rad2py/
BTW, rad2py is still experimental. Sadly I didn't get a financial aid grant/scholarship to develop it faster, so it will have rough edges in the short term. The debugger is now embed in web2py admin, you can use it instead.
