I think all the three issues have been addressed. About 1). Now only the 
voter, the managers (who get copy of the receipt) can see the receipt 
before the election is closed. After they become public.

The managers can get see the receipt. The officer who creates the election 
can see the results before election closes. These two issues are a matter 
of taste and perhaps they should be turned on and off using a parameter.
