Sorry about the delay in responding.  I was out on vacation.

I'm not entirely sure what your question is or what you're trying to get
working.  The easiest way to install the WebAuth packages for anything
compatible with RHEL is to add the Stanford yum repository to your system
package sources following the instructions at:

    http://www.stanford.edu/services/linux/up2date-yum-repos.html

and then install the webauth package on your system.  You should not need
to modify system-auth; that's a configuration file for PAM, which controls
who can log on to your system locally.  It is unrelated to web
authentication.
