[ Site-Isolation ] keyboard output fails, apps don't launch after a full
completed site-isolation test run

The current working theory is that when running tests in site-isolation, the
bots experience resoruce exhuastion. This then makes the bots behave
erratically causing strange behaviour like finder crahsing to occur. This
change takes the amount of workers being run on this queue from 21 down to 19,
decreasing by 3 to lessen the chance of resource exhaustion, and making the
infrastructure more reliable.
