Provide DequeIterator default constructor

The Swift C++ importer eagerly instantiates class-template members that C++
TUs never instantiate, and MSVC's STL is stricter than libc++ and
libstdc++: std::reverse_iterator value-initializes its stored
iterator, so Deque iterators gain default constructors (which the
C++20 bidirectional_iterator concept requires anyway).
