The new HTTP/2 and HTTP/3 API tests were timing out on iOS.
I initially adjusted the HAVE_NETWORK_FRAMEWORK_HTTP_MESSAGING condition, but 
that wasn't enough.
Adjusting the tests to replace _test_waitForAlert with directly awaiting 
responses in JS fixed the timeouts, as _test_waitForAlert seems to be 
unreliable on iOS.
Re-enabled all the disabled tests.
