[jhbuild] GStreamer broken in minimal environment

* jhbuild/jhbuildrc_common.py:
(init): Don't set GST_PLUGIN_SYSTEM_PATH when using the minimal moduleset, because in this
case we actually have to rely on the host GStreamer installation. GStreamer is not part of
the minimal moduleset.
