Fixes for build-webkit --minimal

Reviewed by Fujii Hironori.

Remove the fast-jit-permissions, legacy-css-vendor-prefixes,
webassembly-streaming-api, and webgpu options. These don't seem to exist
anymore within the codebase and print an error if they are used.
