[JSC] Enable libpas jit-heap when libpas is enabled
https://bugs.webkit.org/show_bug.cgi?id=235042
Reviewed by Filip Pizlo.
Previously, we enabled jit-heap only in ARM64 macOS.
We should enable it when libpas is enabled.
