Add cropping support to WebCodecsVideoFrame copyTo

Implement cropping in copyTo as per
https://w3c.github.io/webcodecs/#dom-videoframe-copyto step 8.4.
Beef up testing for RGBA, BGRA and NV12 as well as I420.
