Our identifier cache can occasionally pick up empty branches.
This breaks our algorithm for determining branch point, we shouldn't
load such branches from the file cache.
* Tools/Scripts/libraries/webkitscmpy/setup.py: Bump version.
* Tools/Scripts/libraries/webkitscmpy/webkitscmpy/__init__.py: Ditto.
* Tools/Scripts/libraries/webkitscmpy/webkitscmpy/local/git.py:
(Git.Cache.load): Delete any loaded branch references which are empty.
(Git.Cache._fill): Skip any branches which are empty.
