[WinCairo] Test on Modern WebKit

Reviewed by Ryan Haddad.
Add a release `wincairo-release-tests`, and a debug
`wincairo-debug-tests` queue that runs Modern WebKit tests on WinCairo.
Remove `wkl` from the name of the build queues and have them trigger the
WebKit testers.
