[CSS-Typed-OM] Reification of CSSValues should stop converting string values
to CSSKeywordValues

Reification of CSSValues should stop converting string values to
CSSKeywordValues. Only known
keywords / identifiers should get converted to CSSKeywordValue, other strings
should use get
converted to the generic CSSStyleValue instead.
