Remove EnabledConditionallyReadWriteByDeprecatedGlobalSetting support from
IDL files

EnabledConditionallyReadWriteBySetting should be used instead.
EnabledConditionallyReadWriteByDeprecatedGlobalSetting doesn't seem to have any
more usages.
