http/tests/navigation/fragment-navigation-policy-ignore.html is a flaky failure

Reviewed by Tim Horton.
When the policy delegate makes its decision not to load the fragment navigation
(which now happens in the UI process) it also tells the test to finish. In
this case
we need to wait for the setTimeout(fn, 0) to tell it to finish to get the
correct output.
