[Flatpak SDK] Enable SoundTouch GStreamer plugin

To control the pitch of web speech, we use the SoundTouch GStreamer plugin.
This change enables the SoundTouch support for GStreamer and adds the
libsoundtouch build
to Flatpak SDK.
