Build fix for not ENABLE(SERVICE_WORKER) after 260928@main

Unreviewed build fix
Add ENABLE(SERVICE_WORKER) guards around BackgroundFetchLoad since
it depends on BackgroundFetchRecordLoader which is guarded such.
