[UI-side compositing] Run keyboard scroll animations in the scrolling thread

Similar to other scroll animations, keyboard scroll animations will now run in
the scrolling thread.
This is done by adding new methods to the various scrolling classes which
correspond to how other
types of scroll animations work, except these will be for keyboard scroll
animations.
A new HashSet of nodes with pending keyboard scroll animations is added to
faciliate this.
