REGRESSION (262714@main): compile-webkit-without-change step failing on iOS
bots due to unexpected arguments

Since the additionalArguments applies to many steps, we need to create a new
property for
these test only arguments. For now, explicitly remove these from the
CompileWebKit step to
unblock iOS EWS.
