Unreviewed Win JSC stress test gardening
https://bugs.webkit.org/show_bug.cgi?id=255274
Unreviewed, skip two tests on Windows.
* JSTests/stress/ensure-crash.js: Depends on Unix signal handlers.
* JSTests/stress/regexp-testinline-stacklimits.js: The RangeError that occurs
on Win is OOM, not stack overflow.
