Keep only 'CEReactions' for 'value' in HTMLOptionElement.idl

Reviewed by Ryosuke Niwa.
This patch just removes 'CEReactions=NotNeeded' while 'CEReactions' is also
present for 'text' value.
In WebKit, we need 'CEReactions' here.
