innerHTML and outerHTML escapes <, >, &, and nbsp inside `noscript`

Reviewed by Chris Dumez.
Don't escape <, >, &, and nbsp inside noscript element when scripting is
enabled.
Also use switch statements with ElementNames in elementCannotHaveEndTag and
entityMaskForText.
