Features specific to other ports should not be compiled in

* Source/WTF/Scripts/Preferences/UnifiedWebPreferences.yaml: Add
conditions for some features which are not port independent, and change
wording for the AcceleratedDrawingEnabled feature to remove the
implication that it applies only for ports that use CoreAnimation.
