[IFC] Remove redundant LineBuilder constructor

Reviewed by Antti Koivisto.
Intrinsic width codepath now can use LineBuilder as is (by passing in newly
created temporary states), since LineBuilder does not mutate
any persistent state (box geometry) anymore.
