When we last imported
html/webappapis/system-state-and-capabilities/the-navigator-object we
forgot to remove the existing contents of that directory. Unfortunately
import-w3c-tests does not take care of that. See
https://bugs.webkit.org/show_bug.cgi?id=256751.
Update the general WPT README as it has substantially changed.
Remove referrer-policy/README for now as it has also substantially
changed upstream and importing the new tests in the directory would
import over 1500 files, which I'm not convinced is worth it for the
scope of this change.
