[GStreamer][WebRTC] Ensure payload types are coherent on transceivers codec
preferences

This is a follow-up to 263135@main which made payload types consistent in SDP
offers/answers and
newly created transceivers, and now also when codec preferences are modified on
an existing
transceiver.
