[WPE] Test gardening for 'fonts/ligature.html'

Unreviewed test gardening.
Previously (per bug 215355) this test passed in GTK, and only worked in
WPE for --complex-text; note that in 259842@main, we switched WPE to
always use complex text code path, and since that patch landed this test
has been expected to fail, but passing, for that reason.
* LayoutTests/platform/wpe/TestExpectations: Test now passing, as WPE
always uses complex text code path since 259842@main.
